An R-C-M-P officer has told Nova Scotia’s mass shooting inquiry that he didn’t see confusion in leadership during the force’s early response. But Halliday says everybody had a function and they all knew what their role was. In the 130-page document Halliday made it clear that he believed he was in charge of the “overall operation” but he says he decided to leave another officer in control of resources as “ad hoc incident commander.”

The flood was caused by a break in the hospital’s water system, but it was repaired by yesterday. One mother had to be transferred to a nearby hospital during the temporary pause in service.
