Opposition politicians and the mayor of a Nova Scotia municipality devastated by floods say the province should bring in an independent expert to assess how the response was handled.
Both opposition parties, along with two flooding experts, were in agreement yesterday about the need for the review to be carried out by an outside expert.
Liberal Leader Zach Churchill calls the current emergency management system “outdated” because it was designed before the province became subject to frequent extreme weather events.
Among the issues in the flooding response, firefighters have criticized a two-hour delay between the first call for a public alert until one was issued.
The premier says the province is considering decentralizing the emergency alert process as a result of last month’s devastating flooding.Tim Houston says the idea is to allow smaller communities to be the “eyes and ears” on the ground, and issue their own alerts.Houston says the Emergency Management Office is to meet soon with municipal officials, along with local fire and police chiefs, to discuss how it might work and what training and support would be required.Firefighters say an emergency alert warning people to stay home during recent flooding in the Brooklyn area took close to two hours to send, as bridges fell and roads crumbled.
The National Oceanic and Atmospheric Administration says record hot ocean temperatures and a tardy El Nino are doubling the chances of a nasty Atlantic hurricane season this summer and fall. The agency says there’s a 60 per cent chance for an above normal hurricane season, twice the agency’s May forecast which said it was 30 per cent. It says it’s now forecasting between 14 to 21 named storms, which is an increase over forecasters’ initial May forecast of 12 to 17. It says the continued record warm temperatures in the North Atlantic is a key factor in increasing the prediction because it is hotter and lasted longer than initially expected.
