In the report made public Monday, the National Security and Intelligence Review Agency says the Canadian Security Intelligence Service and Public Safety Canada lacked a system for tracking who received and read specific intelligence on foreign interference.
It also says there was a disagreement between intelligence units and senior public servants over whether activities described in briefs amounted to foreign interference or legitimate diplomatic activity.

After the attack, Robicheau told investigators he had just completed a prison sentence and he wanted to return to prison.
