Environment Canada has issued a Special Weather Statement for all of Nova Scotia for rain and strong winds expected on Halloween Friday. It’s advising of the potential for 30 to 50 mm of rain with potential wind gusts of 70 to 80 km/h.

Hurricane Melissa made landfall on the south coast of eastern Cuba this morning as a Category 3 storm after pummeling Jamaica.
Over 700-thousand people were evacuated in Cuba, and a hurricane watch is also in effect for Bermuda.
Hurricane Melissa is forecast to stay offshore as it accelerates northward this week.
However, the Canadian Hurricane Centre says the storm is still expected to play a role in dumping some ugly weather across Eastern Canada.
A low-pressure system will make its way over the northeastern United States on Friday where it will pull in moist, tropical air from Melissa.
The result will be strong winds and rain across the Maritimes and into parts of Ontario and Quebec.
Colchester County District RCMP is seeking information on the whereabouts of 23-year old Daniel Prosper of the Pictou Landing area, who’s wanted on a province-wide arrest warrant. Police say he has been seen around Truro, and is facing charges of Uttering Threats, Uttering Threats to Cause Death, and Disobeying an Order of the Court.
Prosper, also known as Dino, is described as 6-foot-0, 185 pounds, with black hair and brown eyes. Anyone with information on the whereabouts of Daniel Prosper is asked to call police or Nova Scotia Crime Stoppers.
New Glasgow Regional Police are asking for the public’s help in their investigation into the theft of livestock gates from the Scotia Gold Country Store, at 280 Westville Road in New Glasgow.
Police received a report of the theft involving 16 livestock gates of various sizes, valued at over $3,000. The theft occurred between Monday at 6:30 p.m. and Tuesday at 7:30 a.m.
Anyone with information about the theft or those responsible is asked to contact the New Glasgow Regional Police or Nova Scotia Crime Stoppers.
Today, the Bank of Canada is expected to make an interest rate announcement.
The central bank is also set to release its fall monetary policy report.
Most economists expect the central bank to cut its policy interest rate– even after inflation numbers last week came in higher than expected.
